Clueless White Libertarian vs. Educated Black Man

FAMILYMy articles on the roles of economic inequality, institutionalized racism, and capitalism in propping up Chicago gang violence has proved to be quite controversial as it has attracted a variety of people from various political spectrums seeking to discredit it. Most of the time it comes from Right-Wing Conservatives but this times a libertarian has voiced their opinion; they seem to believe the notion of racism playing a role in Chicago gang violence was totally asinine stating that:

“The way I see it, people are going to get guns whether the government disapproves of it or not. Making guns illegal only eliminates the legitimate means of acquiring them. If you’re afraid of this allowing criminals to get the guns, (which I’m not quite convinced that you’ve presented this as a bad thing) they’re very picky about who gets the guns. Under some circumstances, you can’t even get one if you have a speeding ticket. Do you really think there are any inner city thugs that are that clean? No, of course not. You’re blaming fox news for being conservative and on top of that endorsing denying law abiding citizens from getting guns that will protect them from criminals who’ll have them regardless. You think that pandering for the audience’s dislike for fox news will take some of the heat off you. I was thinking more along the lines of drugs and gun violence, maybe that’s just me. Simply put. Racism hasn’t been killing these people. Dangerous people with guns do. People who want guns and are willing to violate the law to acquire them. There won’t and hasn’t been any way to stop them from getting them. How do we stop them, we give the well-intended and lawful public guns to stop these dangerous people.”

Nowhere in the article “Fox News on Chicago’s Gang Violence” is there any support or opposition to any gun control laws. Therefore, the rant on ineffectiveness of gun control laws is irrelevant. To clarify, the article criticizes Fox News for using Chicago gang violence as an example for the failure of gun control laws. The point is that Chicago’s gang violence isn’t caused by strict gun laws (which Fox News asserts) but rather oppression enforced by the state. Also, to refer to oppressed inner-city youth who have been systematically disenfranchised, oppressed and forced to take part in an illegal economy as a result of economic necessity as mere ‘inner-city thugs’ is both ignorant and misleading.The real thugs are the forefathers of the modern white population who raped, pillaged, and exploited the earth and climbed to the top of the socio-economic ladder through theft. The real thugs are white Americans who benefited from this plundering; whites who support America’s imperialistic agenda abroad and have the audacity to lecture black youth about our alleged lack of morality.The entire white population in America sits on land stolen from the Native-American people.  Ronald Reagan, a conservative hero, once said America is a city on a hill. I agree with that, but inside that hill are the broken bones of African slaves, mixed and mangled with the blood of Native-Americans.Black people are told that America is a city on a hill, and with “hard work” we too can have a piece of the American pie. Those of us that actually reside in urban areas see the violence, endure the anguish, and live in the most congested and deteriorating areas easily see the foolishness of such a viewpoint. The libertarian then says:

“Quite Honestly, I don’t get your underlying source of the trouble. Racism? In the US, we live in a society filled up to the neck with reverse discrimination (at least for ethnic minorities). (A)nd now you think guns for the law abiding public is a bad idea?”

This libertarian believes, as do many uneducated white people, that since the passage of civil rights legislation that whites are becoming the new oppressed minority. You’ve likely heard the argument before; that affirmative action, job quotas, and scholarships reserved for minority students constitutes ‘reverse racism.’ These claims of ‘reverse discrimination’ has become the slogan of racists who seek to eradicate public policies designed to alleviate racial inequality that blacks and other oppressed ethnicities have diligently fought for.

However, the claim of reverse discrimination as some type of systemic oppression of white people is an absolute ludicrous statement.  Black people face discrimination in every area of American society. Though it is illegal, housing discrimination continues to affect African-Americans in Chicago. All civil rights legislation did was ban “No Colored” signs, but racism in the housing market continues to disenfranchise blacks. African-American borrowers were given higher-interest on subprime mortgages when compared to whites – even when they qualified for much better deals. Even “blockbusting,” referring to racist practices by real-estate agents against blacks, was pioneered in Chicago! Today, because of these discriminatory practices, Chicago stands as the most racially segregated city in America.

Moreover, another study I’ve repeatedly cited in my articles, discovered that discrimination continues to be perpetuated against African-Americans in the job market. Studies have found that applicants with more “black-sounding” names on resumes (i.e. Jamal, Lakeshia) were less likely to be called back for an interview than applicants with more “white-sounding” names (i.e. John, Emily) even when credentials were identical.  Even more troubling, a study found that employers were more likely to hire a white person with a criminal record than a black person without one, even when qualifications were exactly the same.

African-Americans also face discrimination in schooling. According to the Progressive Labor Party, “In 2000, 54% of black public school students in Chicago attended schools that did not have a single white student enrolled, 274 schools were 90% or more black, and 173 of those schools, 30% of all Chicago public schools, were 100% black.”  Many whites attend schools with greater infrastructure and resources, located in suburban areas.

African-Americans also face discrimination in health-care. Discrimination and apartheid-like conditions characterize Chicago’s health-care system. Despite there being high levels of violence and shootings on the Southside, there is no trauma center to operate on victims, leaving youth to die in the streets. Conversely, there are plenty of hospitals and trauma centers in affluent white areas despite low levels of violence. Blacks that are exposed to this violence often develop post-traumatic stress disorder, similar to troops returning from combat. For many it isn’t “post-trauma” but a continuous cycle.

 In spite of this, Rahm Emmanuel has plans to close down mental health facilities in Chicago’s low income areas. In the current hospitals located in Chicago, blacks face rampant discrimination. Several studies have indicated that black patients receive excessive wait times and have been subject to expensive deposit requirements prior to treatment. According to a study from UCLA, researchers found that racial discrimination is the key factor in explaining why blacks suffer from diabetes, cardiovascular disease, heart disease, and strokes, more than any other demographic.

Thus, in every area in Chicago critical to living a prosperous life employment, housing, health care, and transportation, African-Americans face discrimination. Reverse discrimination/reverse racism is a hoax conjured up in the minds of white racists who want to deny that the American government continues to privilege them. Much needed affirmative action laws and job quotas for minorities are in place, however the government does not even enforce legislation and many studies have discovered companies to be in violation of such quotas.  The libertarian goes on to say:

“Oh, and a lack of morals and values is vastly important in this. A loss of values and morals when put to the extreme causes collapse in any civilized society. For example, although the folks here (albeit think very different than I) endorse equality and hard work to optimize the well being of society. We all have values. I think avoiding drugs and not shooting people should be pretty universal morals, so I’m not even going to have to delve any further into your ‘lack of values and morals is irrelevant’ claim.”

The problem with this statement is that America is not a civilized society, but a barbaric one built on the slaughter of Native Americans and the oppression of Black people. Of course, people should not shoot each other, and of course people should not turn to drugs. People turn to drugs to help cope with the pain that they face every day under capitalism; Lorenzo Ervin writes that , “The  drug addict (the new term seems to be “crack-head”) is another tragic figure; he was a human being just like anyone else, but because of his oppressed social environment, sought drugs to ease the pain or to escape temporarily from the “concrete jungles” we are forced live in the urban ghettos of America.“  I don’t know how to make this any simpler for the libertarian:   black people reside in urban ghettos in DIRE poverty—the ILLEGAL economy is the only way to get food— when a rival gang encroaches on your territory they steal your customers, which means that you starve and don’t eat,- either you shoot them or starve. Black youth in urban areas cannot survive holding onto your morals. He then states:

“I read the entire article, when it was time to provide evidence for your case (you know, the part that actually makes the it real), you immediately turned to hundred year old stories (presented very onesidedly, to say in the least) about white people doing bad things to blacks. They weren’t even vaguely relevant except that they showed white people being mean to blacks, probably why you couldn’t seem to contain yourself to share that as well.”

These events I documented were obviously relevant.  This is more than about the attitude of whites and them being mean to black people; they carried out actions and riots which contributed to the disenfranchisement of the black population. The racist Chicago Housing Authority literally created housing complexes for African-Americans that lacked plumbing; they would not even give these communities the benefit of regular garbage disposable services. This decision on the part of the Chicago Housing Authority to deny blacks basic privileges given to whites directly lead to skyrocketing rates of black infant mortality; an example of systemic poisoning directly attacking blacks. Also, I want to apologize for my summary of the race riots being one-sided; in my next post I’ll be sure to include the perspective of the racist whites involved in the riots.

Chiraq’s Child Soldiers

Think back to when you were nine years old. At this age, most kids in America are able to live care free, jovial lives contemplating about what cool new gadget they want from Santa for Christmas. For African-Americans in urban areas throughout America, their experience is totally different. When Robert ‘Yummy’ Sandifer was only nine years old, he had already been in and out of jail multiple times, deeply involved in the South Chicago street life, committing a series of armed robberies and arsons. Yummy, hadn’t even reached his teenage years before he began carrying out murders for his local gangs. Worse yet, he didn’t even live to reach his teenage years[1].

At 4’6, he was armed with loaded guns and not even remotely afraid to use them. He received the nickname ‘Yummy’ due to his love for junk food.  He lived his life as a drug dealer causing terror in his community by breaking into houses and stealing cars. Before reaching 5-feet tall, he was already putting people 6 feet in the ground. He committed recorded 23 felonies and 5 misdemeanors while carrying out his missions for his local gang.  The only picture available of him available of him on the net is a Mugshot—a photo that showcases pain, anguish, and depression. This same face and mentality can also be seen in Chief Keef rap videos[2].

This should come as no surprise. Both Chief Keef and Yummy are from the same Southside neighborhood in Chicago, and both are
members of the Black Disciples. Yummy was killed in 1994, about a year before Chief Keef was born in mid-1995.The same narrative of drug leading, shooting, and criminal activities that are found in many of Chief Keef’s videos and other Hip-Hop lyrics are the only imagery that Yummy knew his entire life.

After Yummy shot and killed a fourteen year old, child police went on a manhunt searching relentlessly for him. It was soon discovered that members of his own Black Disciple Gang executed him fearing that he would become a snitch to the police and reveal secrets about their drug trade.

This is what the conditions of poverty fostered by racial segregation produce.

Rapper Tupac Shakur was deeply touched by Yummy Sandifer’s story.  In his ‘White Man’s World” song Tupac gave his condolences by Yummy:

“Rest in Peace to Latasha, Little Yummy, and Kato. Too Much for this cold world to take, ended up being fatal.”  [3]

  

The song then ends with a beautiful, eloquent excerpt of a speech by Louis Farrakhan stating that “the seal and the constitution reflect the thinking of the founding fathers that this was to be a nation by white people and for white people. Native Americans, Blacks, and all other nonwhite people were to be the burden barriers for the real citizens of this nation.”

The truth is Yummy Sandifer never had a chance to succeed in this white man’s world, even in the post-Civil-Rights Era. Yummy was born to a 15 year old crack addicted prostitute and an incarcerated father.

That crackhead, or drug junkie, you see on the streets started off life no different from me or you.   That person also had dreams, aspirations, goals, hopes, and loved ones at one point in their life.    People in urban areas often turn to Marjuana, Cocaine, Crack and alcohol in an attempt to help them cope with or temporarily relieve themselves of the stresses and pains that they face every-day under this capitalistic society[4].  This is a reason why ‘loud a type of Marjuanna’ is such a huge subject of Chief Keef rap videos.

Yummy was abused from an early age, having over 40 scars and parts of his skin burnt from cigarettes.  He was eventually placed under the care of the state; once he escaped from his governmental mandated foster home he quickly took to the streets. [5]

Hardaway, who was convicted for Yummy’s murder at fourteen years old, had this to say from prison:

“Yummy was the average black kid growing up in a drug infected community. It’s millions of Yummy’s it’s just that Robert Sandifer gained national attention. He was an impressionable kid who looked up to everyone that was in the streets. I knew him but he was a kid to me. I was a kid myself but I was older and involved in a lot more stuff.” [6]

Indeed, there are millions of black children in urban areas throughout America, especially in the Southside of Chicago, who hang out on street corners, looking up to nobody but gang members and the illegal drug economy as the only mechanism to attain things that most whites have handed to them at birth— things like food, clothing, and shelter.  Like Yummy, Hardaway is also a victim; a victim of a racist, capitalist society that created the conditions where an illegal economy was the only way to provide for loved ones and have the basic necessities of life.  You can tell by the tone of Hardaway quote that he is fully capable of being rehabilited, becoming a productive member of society. Bob Avakian, in “Youth deserve a better future” stated that:

“….For millions of youth in the inner-city even taking into account the chances that you may be killed at a young age or go to jail for a long time.  Crime is a rational choice…       Why? What good reason for there is for so many while they are so teenager to come to the conclusion that they might not live to be 18 or 21 anyways or if they do they will be facing a long time in prison”  [7]

(I have many problems with Bob Avakian and the Revolutionary Communist party, but this quote is something I fully agree with.)

Big L, in his song, ‘How Will I Make It” portrays a similar narrative:

“I’m only at the age of ten and life already seems to me like its heading for a dead end. Cause my moms be smoking mad crack… Nobody know how I feel … I had to steal to fill my stomach with a nice meal… I rob for meat. If I don’t steal I don’t eat. My whole life deserted. Either Imma go to jail or get murdered. All I tried to do was live the one life that I got. But it seems like I can’t get a fair shot.” [8]

Indeed, Yummy, Big L, and millions of unnamed inner-city black youth never had a fair shot in this country, yet America deludes itself as the foremost purveyor of freedom in the world. White Liberals adamantly believe that black people are making ‘steady progress’ in this country often pointing to blacks in ‘high places’ such as Colin Powell, Oprah Winfrey, and, of course, the President Barack Obama. White Republicans, despite being a cesspool for vicious racists, refuse to give credence to the notion that systematic racism severely restricts the social mobility of African-Americans.

Both of these parties believe that the discrimination, oppression, and disenfranchisement of African-Americans was just a misunderstanding rather than a core element of the U.S. capitalist, imperialist system. The reality is that Civil Rights legislation was never passed for altruistic reasons and the condition of black people in urban areas of America has not improved at all since the civil rights legislation was passed – and this is no accident.

White people did not suddenly have a change of heart and decide to give black people rights—the American government acted in their own self-interest.  During the ‘Cold War,’  America and the Soviet Union were battling over competing ideologies both seeking to establish an imperialistic grip on the world. The American government branded itself the epitome of freedom and democracy while casting the Soviet Union as a communist, totalitarianism regime devoid of human rights and freedoms.  [9]

But then  the Soviet Union began to use video footage of African-Americans in the south having their flesh ripped into and eaten by vicious canines. America could no longer tell the world it was the epitome of human rights and freedom while subjugating its black population to this type of open overt torture and suffering without appearing like a hypocritical liar—thus, superficial changes had to be made in the power structure of America and the manner in which it carried out its oppression against black people. This was one factor that contributed to the passage of Civil Rights legislation.  [10]

Another factor that contributed to the decline of overt institutional racism against blacks was the threat of violence from blacks. After the cold blooded assassination of Dr. Martin Luther King Jr., [11] blacks in urban areas throughout America were outraged.  The government referred to the actions of African-Americans after King’s death as ‘riots’ rather than what they really were: rebellions!

Thus, something had to be done to appease blacks and quick; as blacks were heading towards a revolutionary path, something had to be down for America to gain an edge in this ideological war against the Soviet Union to not look absolutely ridiculous when proclaiming it was the leader of human rights and freedoms—thus Civil Rights legislation was passed.

Civil Rights legislation did a much better job at pacifying African-Americans than it ever did at putting an end to racial inequality, discrimination, and racism. In every area of American society from housing to health-care to employment opportunities, black people still face discrimination to this day. Civil Rights legislation was never adamantly enforced.  Chicago is among the most segregated cities in America. As whites live lavishly on the Northside, impoverished Blacks have been suffering on both the South and Westside for decades.  [12]

When Dr. Martin Luther King first came to Chicago he did so to protest housing segregation and the substandard housing of Chicago’s black population. White residents threw rocks at him while others held signs in protest, one reading, “Roses are red. Violents are Black. King would look good with a Knife in his back.” They then led a cheer saying ‘Kill Him!, Kill Him. [13]Over 40 years later, Southside Chicago neighborhoods are nicknamed in the streets (and for good reasons) as Terrortown and Killaward – areas that are just as ‘substandard,’ or perhaps more so, than when King took part in his first protest.  When a reporter asked Chief Keef how dangerous the Southside of Chicago was he simply responded with one word: “Chiraq.” Nothing has changed-  nothing.

Jesse Peterson: The Real Life Uncle Ruckus

Black people always complaining about slavery. Wasn’t nothing wrong with slavery. White people took us out the jungles of Africa. Gave us discipline, put structure in our lives. And what we do to show our appreciatiomarch up and protest. We vote.”
 
 
Meet Uncle Ruckus from the television show The Boondocks. He is a self-hating black man who venerates white people with a religious like devotion. Uncle Ruckus believes whites are totally flawless and holy. Uncle Rukus believes whites are  totally incapable of wrong-doings or malicious transgressions. He adores white people, lauding themfor every action and is an outspoken passionate apologetic for every atrocity perpetrated by whites.   Indeed, in one episode entitled ”The Passion of Uncle Ruckus” he becomes a preacher and evangelizes an strange form of Christianity that has been poisoned, distorted, and corrupted by an anti-black white supremacist ideology.

In his sermon he teaches his audience how to take the proper course of action to make it to heaven. “You want to make it to heaven. Well start off by asking yourself how is your relationship with the white man? Do you thank the white man for the food you eat and the clothes you wear? Huh? Well if you don’t you’re going to hell.” This is what Uncle Ruckus’ cult teaches; only by worshiping white people, along with a blond haired, blue-eyed, white Jesus (as well as the servant to white Jesus, none other than Ronald Reagan), can blacks be giving an eternal life of paradise in heaven.  


“God I have hated you my whole life for making me black. But now I see I must hate myself and all those like me and cause them misery just like your servant Ronald Reagan[1].”

While any sane individual would be able to recognize the idiocy and ridiculousness of his blatant white supremacist messages and laugh at it, Uncle Ruckus’ ideology, message and character epitomizes the modern-day black conservative republicans who vehemently deny the impact that institutionalized racism has on the social mobility of African-Americans. Uncle Ruckus is a fictional character but his ideology, message, and words represent, irrefutably, the modern day black Conservative who vehemently opposes any legislation to alleviate racial inequality.  The same black Conservatives who care nothing about helping. the poor, the downtrodden, or the oppressed.

Jesse Peterson is a real life Uncle Ruckus. He is the founder of “Bond,” an organization with an agenda that seeks to push Conservatism in black communities[2].  Anyone with the courage to speak about systematic oppression or recent atrocities against black Americans is devalued, criticized and seen merely as a ‘race hustler.’  Much like Uncle Ruckus, Jesse Peterson believes that African-Americans should be grateful to white people for enslaving them and taking us ‘out the jungles of Africa.’

On his radio station he stated that he thanks God and white people for slavery.  Arguing that without the slave trade black Americans today would be stuck in Africa, impoverished and unable to experience the ‘promised land” that is America[3]. This argument demonstrates a completely rudimentary, incompetent, and simplistic analysis of history. Peterson’s theory is, no doubt, the level of scrutiny and scholarly analysis we would expect of those whom subscribe to such a backward ideology.

The argument presented by Peterson is completely idiotic, completely overlooking the fact that the slave- trade and white imperialism devastated Africa, contributing greatly to its current underdeveloped,impoverished state. Similarly, the slave-trade and imperialism elevated the living conditions of white America and the rest of the western world. Free labor was the growth engine that catapulted America not white ingenuity.  Thus, if the slave trade had never been a major part of our history, there would be (without a shadow of a doubt) be a totally different social dynamic in existence today.

Prior to slavery, West Africa was home to some of the richest and most prosperous civilizations in the world. The Kingdom of Mali was the intellectual center of the world at the time— a black Islamic Kingdom, home to Timbuktu University[4]. Manuscripts were found indicating that these black scholars discovered the rotation of the planets long before their western counter-parts and made significant discoveries in astrology, geology, mathematics, physics, and many other areas[5].   In addition to Mali, there was also Songhai, Ghana and Jenne – a civilization that performed eye cataracts surgery during medieval times[6].

Did Africans fight each other in the past. Yes they did.  Historically man has always had conflict.  But never has the globe suffered as it did before the white capitalist arrived. Indeed, even the Tutsi and Hutu conflict was caused by Belgian imperalists.

Also, whites didn’t bring blacks to any “promised land.”   America is no promised land for the masses of black FAMILYpeople who are yearning to be free.  America has become a cesspool of African Americans, Latino’s and Hispanics suffering from massive unemployment, incarceration, and struggling for the basic necessities of life such as food, clothing, and shelter.  Black Americans in the deeply impoverished areas of the South-Side of Chicago face many of the social problem sseen in Third-World Countries.  Ask the deceased soul ofYummy Sandifer, a South-Side of Chicago gang member whose crack-addicted mother was unable to provide him with even the most basic life structure.

While white sixth-graders were in school, most of whom had likely never even heard of crack-cocaine or seen a gun in their lives.  How about the 4’6′ young eleven year old Sandifer carrying out murders for a local gang and selling drugs to be able to afford things that most white people have handed to them at birth. He died at 11 years old when police suspected him of shooting a young girl.  Members of his own gang, fearing that if caught he would reveal information to the police, executed the child. America is no promised land for urban city black youth, but rather a hell hole[7].
Either it is true that without the slave-trade black Africans would be better off or Jesse Peterson has bought into (and widely spread) the lies perpetuated by white supremacy; spreading the belief that blacks are brainless, uncivilized, and incapable of social development—a view that is empirically denied when one studies the history of Ghana, Mali, Kemet, and ancient Ethiopia.

Jesse Peterson also believes that overcrowded airplanes are the modern day equivalent to the conditions of the ships used on the voyage of the transatlantic slave trade[8]. In addition to being a self-hating black man, Peterson is totally inept and downright stupid. How can anyone seriously compare the suffering of a person who voluntarily purchases tickets to go on an air-conditioned airplane, where one can still talk to their family members, where one can still breathe clearly and where one can still eat and be fed to the horror that is the transatlantic slave trade? Africans were kidnapped and placed into slave ships totally unaware of where they were being brought. Africans were separated from their family, separated from their homes, separated from their culture, and forced to take part of a voyage that lasted months where they were placed on the bottom of the slave ships, shackled, chained and often times raped. Their suffering, according to Jesse Peterson, is the equivalent of a white middle class family whom simply has to endure an overcrowded flight to go on a Disney Land trip in Paris. This man is seriously lacking in intelligence and the knowledge of history.
In additional to being a self-hating racist and a white supremacist with black skin—he is also a virulent misogynist dstating that America’s biggest mistake was not slavery, Jim Crow Legislation, or the genocide of native-Americans, but rather giving women the right to vote!

Jesse Peterson hates his black skin and loves white people. He believes that the destiny of the world is for blacks to be forever subservient to whites and refuses to criticize the white supremacist structure for anything. This man is devoid of character for the completely asinine comments he has made that trivializes the suffering our ancestors. He should be thoroughly ostracized from the black community and considered a 2 bit media hustler with valueless opinions.

All Hail Chief Keef, Public Enemy #1

 

Chief Keef is America’s Nightmare.  When I say America’s nightmare I’m talking about white and Black America.   This guy is a live and breathing  monster stereotype that absolutely scares the shit out anyone who catches a glimpse of him and his GBE crew on YouTube, Instagram and Twitter.  Did I say that Chief Keef don’t give a F%CK! Ask Hip Hop’s bad boy 50 Cent, recently at a planned Las Vegas video shoot with 50 Cent and Wiz Khalifa,   Chief Keef blew off the video shoot and never showed up.  Ask socially conscious rapper Lupe Fiasco, he and Chief Keef got into a verbal war and the results went something like this,  “Lupe Fiasco is a H– O—E—, When I see him I’ma smack him like da lil b-tch he is”, responded Chief Keef.   His record label Interscope Records is betting millions that Chief Keef’s “I Don’t give a F%ck” attitude pays off big time in digital sales, concert fee’s, cd sales, etc.  Chief Keef is set to release his debut CD, “Finally Rich” on December 18.   In his gritty low budget video’s, you see a young black man , half-naked, dreadlocked hair, frequently surrounded by a mob of look-a-likes, smoking blunts and brandishing weapons.  His current single “Love Sosa” is another urban tale that’s not only playing across the country in heavy rotation on American radio stations , but the video has been seen by over 14 million viewers since the time of this writing.  Born Keith Cozart, and raised in the South Side of Chicago, he was constantly surrounded by horrifying homicides that rival war-town Iraq.
“Fucking with those O boys, you gon’ get fucked over, Rari’s and Rovers, these hoes love Chief Sosa, hit him with that cobra, now that boy slumped over, they do it all for Sosa” are the words of Chief Keef, a Chicago based

rapper allegedly affiliated with the Black Disciples gang and who has already faced incarceration for brandishing a gun at a Chicago Police Officer during his teenage years.   Lt. John Andrews, a veteran of the Chicago Police Department, writes that, “Chicago’s homicide rate this year currently stands toe-to-toe with the total number of military forces killed in both Afghanistan and Iraq.” This rising epidemic has resulted in Chicago being the nicknamed, ‘Chiraq’ by urban youth.  Chief Keef and many others like him has embraced this image, taking pride in representing the strength of his block and crew by stating very clearly and plainly,  You wanna call the cops? You gonna get a cop dropped.” The Chicago Police Department should have heeded this black man’s words. Lt John Andrew further writes that, “Chicago has lost 3 of its police officers, killed by gunfire as victims of robberies.  It seems no one is safe in our city anymore.” This Chicago based rapper like so many hip hop stars, embrace the Italian and Latin gangsters influence on American culture

 Chief Keef  AKA Sosa,  represents the mentality that many gang-bangers uphold in the Southside of Chicago; a mentality that has no regard for human life, no respect for authority, little aspirations beyond the nearest street corner. And because of this, Chief Keef’ is absolutely necessary in the rap-game. Album’s like ‘KRS-One’s Criminal Minded and 50 Cent’s Get Rich or Die Trying’ all represent the mentalities born and bred from a life of oppression. This mentality has thrived and even grown due to state-sanctioned institutionalized racism, inequalities, and poverty that continue to be passed on through particular ethnic groups. Watch a Chief Keef music video; view members of his crew. Look past all of the macho-posturing and you will see people who are profoundly oppressed, faces that are downtrodden, faces that rarely smile and people whom have lived life in utter poverty, violence, and hardships. The South Side of Chicago is home to some of the lowest income communities in America. The area is, and has been, facing chronic unemployment, run-down schools, substandard housing, and a whole host of related social problems. Chicago Gang researcher, John M. Hagedorn writes that “The conditions in Chicago’s poorest neighborhoods resemble impoverished Third World countries.” These are the social conditions that Chief Keef to no fault of his own was born in and his mentality and lyrics are simply a response to this. Chief Keef, represents this ostracized generation, his music represents this mentality and as long as oppression exists so too will Chief Keef and others like him.

“300 bitch don’t make me bring them killers out. Real shit, free all my hitters out.”

When Chief Keef calls for the freeing of all of his ‘hitters,’ he is referring to members of his crew that are incarcerated, victims of the prison-industrial complex. Chicago Gangs primarily consist of black youth who have been systematically excluded from the legal economy and have been forced to sell drugs, pimp, and steal as the only mechanisms to survive and aspire towards life goals. Many manufacturing jobs that were once located in black communities have now been outsourced to China. Indeed, African-Americans without criminal records are less likely to be hired than whites with criminal records. African Americans with “black sounding” names are less likely to be called back for job interviews.  than those with “white sounding” names, even when the qualifications are identical.  As black youth becomes accustomed to the street market, competition is not carried out in the form of price cuts and ad campaigns.  Gang members compete over territory to sell their products and services. With no other source of income, protecting ones block or corner becomes a matter of life and death. When Chief Keef states “don’t make me bring those killers out,” he is issuing a warning to rival gangs to not set up shop on his block. Of course, the conservative argument is for one to simply “pull up their boot straps.”
A commonly held belief by those untouched by the issues that blacks deal with from birth is that “just because someone is born into poverty does not mean one has resort to the drug trade.” And this is true.  However, using common sense, how likely is it for a white man raised in middle to upper class, whose peers are largely composed of other whites raised in the same socioeconomic environment, to set up shop on a street corner ready to begin selling crack cocaine? How likely is it for an impoverished black man to make it a primary goal to impress his school teachers or job supervisor when the strongest influences around him are those who’ve already been shunned by white society? Indeed, the black community has routinely overcome overwhelming odds to create prosperous communities.  African-Americans seeking to escape southern racism came to Chicago during the “Great Migration.” Blacks were forced to live mostly in the Southside of Chicago and a legislation known as the “Neighborhood Composition Rule” mandated housing segregation for Blacks. The housing that the Chicago Housing Authority created for blacks in these Southside neighborhoods lacked basic plumbing and would not even receive the benefits of garbage disposable services.  Despite the overwhelming odds, black people were able to establish their own businesses and create flourishing community centers. However, after the Neighborhood Composition Act legally enforcing residential segregation was struck down due to the Civil Rights Movements, white vigilantes responded with savage violence.

Mobs of whites invaded the South Side of Chicago, setting fire to houses and businesses, finding and beating innocent black citizens and other brutal, barbaric acts. Even as the South Side of Chicago was being set ablaze, the Chicago Fire Department refused to put out the flames and the Chicago Police Department put in no effort in to protect these innocent people who were being terrorized. Many African-Americans in the South Side subsequently became homeless and lost all that they had—from these ashes and social conditions are what gave birth to Chief Keef and his peers. The Irish terrorists that attacked the black community were rewarded by Chicago’s governmental system by recruiting the young energetic whites into the Chicago Police Department; it should be no great surprise that future Mayor, Richard Daley, participated in these attacks on the black community.

“Bang, Bang, Bang” is Chief Keef’s catch phrase, his mantra in the rap game. It’s an onomonopia representing gunshots.  Chicago’s babies do not fall asleep to lullabies; rather to gunshots.  Day by day, it is a never-ending cycle all rooted in economic deprivation and oppression.  Hip Hop’s culture historically have identified with youth that have been systematically excluded from the legal economy, the explicit and often times provocative lyrics of Chief Keef results.  His lyrics,  his words, and the images of his videos represent an ostracized generation of America- a generation bearing the brunt of years of racial apartheid and economic discrimination in which all opportunities for social-economic advancement were blocked, halted, and destroyed by whites. American capitalism and the inequalities it produces are responsible for the content, as vulgar as it may be, in his lyrics, “I’mma make bullets rain all on your block, your bitch all on my cock”.  He is describing what it takes fo hisr crew and himself to eat, to be clothed and have shelter.

Chief Keef represents hip hop, from the bodacious, self-assured, get money to big pimping mentality.  However before one judge and castes “Chief Keef” as a misfit, hoodlum or savage, recognize that faces like Chief Keef don’t die, they multiply and he is simply a by-product of his environment, just like you.

Rahm Emanuel doesn’t care about black people

Take a ride on the CTA BUS through a low-income African-American community. You will see many dysfunctional anti-social personalities. Many have facial expressions that showcases sorrow, torment, and defeat. The seats are occupied by people who are easily irritable. You will come across: the “crazy” man who talks to himself, the woman who catches the Holy Ghost, and the seven year old boy bragging about “getting pussy” even before going through puberty. There will be those who sell “lose squares” or cigarettes. Others have chosen to sell socks and other miscellaneous items conjuring up terrible raps to market their products. Those who are poor may take the bus to the end of the route and then back for the majority of their day. There will always be people who seek to sneak on the bus, unable to afford the fare and when they are inevitably caught they curse the bus driver out with harsh words.

A couple of months ago while I was on the 75th bus, there was a woman crying hysterically. Her sad red eyes and swollen face formed by years of hopelessness, cried out “They shot down my last boy.”  The grief in her face left me heartbroken and so I asked her, “what happened?” She told me she had three boys and that all of them had been shot down in cold blood.

“One of my boys was shot down when he was 17, the second when he was 15, and the last when he was 19,” she replied. I then asked, “Why were they shot?” And her response to this question truly broke my heart in half: “I COULD never PROVIDE for them.” She started crying hysterically again and then stated “They started selling drugs. I couldn’t tell them no. They was [sic] getting food into their stomachs”. I gave her my condolences and told her one day we would create a better world than this one through revolution.

She stared at me with a blank face for a while and said “Thank-” but before she could say “you” a man  with a sinister, crazed, heartless look walked onto the bus with a gun. I quickly got down and everybody collided into each other in a mad frenzy trying to duck down. Everyone got down except for the woman I was talking to. The man with the gun simply said “scary ass bitches,” and walked off thankfully without shooting anyone. I asked her why she didn’t get down and her response was,” I don’t care ‘bout life no more. My boys was all I had.” 

Afterwards, I overheard an old man say “It’s like Bosnia out here”. Although, I just went through a traumatic experience, the statement made me laugh because one of my best friends is from Bosnia and it reminded me of the fun times and adventures we had at a summer debate camp down in Alabama. Nevertheless, this man was absolutely correct. The only thing that separates the South-side of Chicago from Bosnia is that the conflict and killings there are to secure drug territory, whereas the conflict in Bosnia was religious. The south-side of Chicago is essentially a war-zone, and the living standard of Blacks is much worse than in the Civil Rights Era.

When I got off the bus, I walked home and I noticed a friend in a wheelchair. “Damn, bro what happened?” I asked. He responded, “I got shot”. He was selling drugs and his gang had been beefing with another one over territory. He told me it was just a warning a shot,  which is why they just shoot him in the legs. They weren’t trying to kill him. Far from being an immoral “monster”, this guy is always smiling, laughing and optimistic. His family grew up poor and people have to do what they have to do to survive. What choice really is left for him under this decadent capitalist system?  He could return to the drug-trade and either risk incarceration from the police force or death by rival gang-members.  The chances of him finding employment are slim to none.  He has a criminal record to deal with because he stole food  from a local corner-store when his mother was addicted crack and unable to provide for him.

The situation for blacks in Chicago is indeed truly desperate. African-American’s suffer in extreme poverty that can rival any third world country. Our communities are in shambles. Parents are bitter because they are struggling to keep up with the rent; they are struggling to keep food in the refrigerator, they are struggling to keep up with the electric and water bill. Children enter their households more disillusioned from having the world on their shoulders. In this city, tears fall down the eyes of mothers as their precious children are shot down; children are often caught in crossfires, and if they somehow survive these shootouts, nightmares ponder on in their heads. 

The origins of this violence and poverty in the black community stem mainly from one source: capitalism. African-Americans were brutally worked for no pay at all. This brutal enslavement of African people gave America the wealth it has today. After slavery, African-Americans endured Jim Crow laws that significantly halted any aspirations they had for socio-economic equality. In the post-Jim Crow era, black people would be exploited and subjugated in new more sly ways. Blacks still face discrimination in every area of American society from housing, credit, health-care, education and employment opportunities.

As dead Prez, pointed out, “Aint no hope in the streets, you broke you sell dope. I ain’t plan to get rich fom sellin [dope].It was survival.”[1] African American youth in Chicago have been systematically denied opportunities and pushed into the illegal economy as the only way to survive. Having no source of income, job, or education forces people to sell drugs if it will result in them being able to buy food, have a car, adequate housing and every other thing they have lived without. If people don’t have the money to maintain a living, they will prey upon the weak, people who are at the bottom rung of society like themselves to try to force out a meager living. In, Englewood, an area in Chicago, the average annual income is only $18,000[2]. This is certainly not enough money to live a quality life. The leader of this racist-apartheid is Mayor Rahm Emmanuel who has demonstrated time and time again he wants to maintain the societal divisions and have white supremacy. This has been shown through several policies of his.

1) In the Mayoral Debates of 2010, the members of the audience were overwhelmingly African-American. A person asked the question “Do you support reparations for African—Americans?” and all of the candidates (likely afraid that they would be booed if they said “No”) answered yes, [3] including Rahm Emanuel. Reparations would likely bring in more income for the African-American community, but unsurprisingly, Rahm Emmanuel has not attempted to give African-Americans reparations in any way, shape, or form. As well, under his administration there has been legislation seeking to fine African-American youths who decide to “sag” their pants; that is, wear them in a manner that shows their boxers[4]. This is an attempt to bleed the African-American community dry of what little money they have left. While many find this fashion-style of African-American youth “appalling”, the government certainly does not have the right to fine people for dressing how they want to dress, especially after exploiting and oppressing them for years.

2)There are many shootings in the South Side of Chicago, yet there are no trauma centers to operate on the victims, leaving youths to die in the streets[5]. On the other hand, there are many hospitals and trauma centers in affluent white areas, despite their low levels of violence.  People who are exposed to this violence can develop post-traumatic stress disorder[6], similar to troops returning from combat. However, this problem becomes compounded, as many black youths experience not single incidences of trauma but a continuous cycle. In spite of this, Rahm Emmanuel has made plans to close down mental health facilities in Chicago’s low income areas[7].

3) Whenever, Rahm Emanuel refers to gang-members it is in a dehumanizing discourse that portrays them as “hardened criminals” who are unworthy of “rehabilitation”. His speeches and policies have demonstrated a gross ignorance of the on-going plight of black youth in the inner-city and in the face of gang violence that has been terrorizing Chicago, he had this to say,“What happened is unacceptable. Our streets are for our children and for our law-abiding parents. Our streets do not belong to gang-bangers.” [8] As I pointed out in a previous article, “Rahm Emmanuel doesn’t appear to even know that the ‘soldiers’ of Chicago’s street gangs are almost exclusively children! Robert Sandifer was only twelve years old when he shot down a 14 year old kid and a young girl[9]. He grew up in a neighborhood that was impoverished as a direct result of racist policies. Of course, Rahm Emanuel didn’t know this because his entourage had never sat down and seriously thought about why Chicago has such a huge gang problem. These gang members have been systematically disenfranchised and instead of working to rehabilitate gang members into society, they have only responded through increased police occupation of black neighborhoods and have failed to implement policies of social justice that confront the legacy of past and systemic racism.

In the face of gang violence, the Governor of Illinois who is equally as clueless and racist had this to say,”Going after the money is key to dismantling the street gangs that plague Chicago”.[10]  He was referring to a new bill that would fine people up to 250,000 if they are caught selling drugs. This governor is really uninformed if he really believes that this “genius” idea of his is actually going to halt gang violence. Is this suppose to be some type of deterrence? Does he really think that gang-members sit  looking at laws in the book and are now going to stop their operation because they are going to get fined? This bill of his is an absolute joke.  In reality, an equal and just distribution of wealth is “key to dismantling street gangs that plague Chicago.”

Gang-Bangers do what they do because they have nothing really to lose under this system. They have no other source of income besides an illegal drug economy . The racist Governor, also stated that “We’re warning those gang criminals that we’re coming after you,”[11]. This quote demonstrates he has made no attempt to rehabilitate gang members back into society. When Irish Gangs decimated, set fire, and lynched African-Americans during the race riots they were not only rehabilitated  back into society but transformed in the Chicago police Department[12].

This demonstrates the gross inequality still continuing in this city. “Gang-Bangers”,  are all essentially victims of an unjust economic system. We have reached that critical point in human history,  where we must began to fight the capitalist system.Our people are hungry everyday under this system. Our people are forced to sell drugs just to survive under this system.    It is about time to organize ourselves, not just against Rahm Emanel’s  school reform and his equally clueless “gang-laws”,  but rather the entire capitalist system that is forcing our people to live in poverty.  As black people, we must be opposed to capitalism because blacks were the first “capital” in America.  We must fight back against any economic system based on racism, white supremacy, exploitation, and oppression. The time is now!

Chicago Public Schools and the Oppression of Black Students

Chicago Public Schools

Chicago’s Public Schools are in a state of absolute decay. The predominately low-income black students are given a lackluster education in a substandard environment that is infamous for both its low college admission rates and low graduation rates. When one examines the deteriorating conditions of these schools – crinkled textbooks with dirty pages, decrepit computers with dusty keyboards, and overbearing security guards who occupy the halls – the truth begins to ring loud and clear: the purpose of the educational system in Chicago is not to enrich the minds of blacks, but rather to entrap them in a world of white hegemony, oppression and poverty. It is to leave black students exploited, degraded, and powerless. On average, only three out of one hundred black males go on to obtain a bachelor’s degree[1]. This disgusting history of second-rate education in the black community is not a new phenomenon, nor is it a product of mere incompetence amongst the school board. It is on purpose: an exemplification of institutionalized racism, a product of America’s social structure of white supremacy. America has consistently denied its black population a quality education. From those brutal slave days when the limbs of black people were savagely amputated for simply reading a book, to the repressive days of the present when blacks in the inner city are shoved into schools that have armed police patrolling the hallway as if the security guards were the FBI and the students were Al-Qaeda suspects seeking entry on a plane. Even after Brown v Board of Education, the schools in Chicago are still separate and unequal.

Chicago’s Schools: A History of Racism

African-Americans came to Chicago during the great migration. As a result of racist discriminatory laws and white terrorism, they were confined to the south side, which became known as the “Black Belt.” This area was treated with inconceivable neglect by the government. The houses blacks were forced to live in lacked basic plumbing, and did not even receive the benefit of regular garbage disposal services[2]. The schools built for black students in this area lacked basic resources, received significantly less funding than white schools, and were unbearably overcrowded. Benjamin Willis, one of the earliest superintendents of this city, proudly refused to comply with the Brown v Board of Education decision[3]. Essentially, he was the northern counterpart to Bull Conner but more powerful as he was a supporter of white supremacy who had control over the entity that educated masses of black youth. As a vehement defender of Jim Crow, an integral part of his social policy was dedicated to ensuring white schools would be allocated more attention and resources than black schools. In essence, Chicago Public Schools was founded upon the disgusting principles of white supremacy, segregation, inequality and deep-seated classism from its inception.

Eventually, as these oppressive conditions continued, black students began to protest these intolerable clogged conditions. [4] This issue came to the attention of Dr. Martin Luther King, who decided to stage a march challenging inequality in Chicago. One white person held up a sign that said “King would look good with a knife in his back.” Bricks and rocks were thrown at him for his effort to improve the living conditions of blacks.[5]As a consequence, of these protests, the federal government threatened to withdraw funding if Chicago failed to comply with the Brown V Board of Education. Mayor, Richard Daley, the same man who in his youth led attacks against the black community, was able to make inside-deals and bribe his way out of these sanctions and thus maintained educational segregation and inequality.[6]  Black schools remained in a desolate state not conducive to a proper learning environment.  Since they continued to be packed in schools with overcrowded hallways black youth continued their protests against the decrepit and overcrowded state of their schools.

Meanwhile, on the other side of the world, predominately white schools had empty seats and plenty of room. Since black schools were overcrowded and white schools had plenty of empty space, the simple decision should have been for white schools to take in black students in compliance with the Brown v Board of Education decision. Instead, Benjamin Willis ordered the creation of battered, portable trailer-like rooms outside already decrepit schools to mitigate the crowding. The portal trailer home had numerous fire hazards and safety concerns. [7] This move enabled the oppression and substandard learning environment imposed on African-American students to continue.  Benjamin Willis’ policies made it explicitly clear that he wanted Chicago Public Schools to function as a purveyor of white supremacy.

Years later, James Redmond, the successor to Benjamin Willis came on the scene as an integrationist. He had plans to send black students to all-white schools and, as result of this policy; he was met with protests by angry violent white mob groups.  In the end, James Redmond’s plan to integrate schools never materialized, and overtime he became disillusioned in his goals and he never vehemently enforced it to appease angry whites. [8] Thus, in 1980, long after the civil rights movement, the court finally ordered that Chicago must integrate its schools. [9]White parents began to quickly take their children out of these schools and enroll them into suburban schools in areas with low black residency due to housing discrimination, and/or private schools that, due to the racist system of economics in this country, many black students could not afford.  The number of whites attending Chicago’s Public Schools dropped by 75% and even today, Chicago’s Public Schools remain segregated and unequal.

Segregation In Chicago Public School

Chicago’s Public Schools are still in a state of segregation, despite the 1980’s legislation that was enacted endeavoring to enforce diversity. In 2000, over half of African-American students attended schools that did not have a single white person enrolled, and 274 Chicago Public schools were 90% or more black.[10] This statistic led the Chicago Teacher’s Union to say that “Chicago’s Public Schools….. [are] only a few percentage points from an experience of total apartheid.” [11]

Funding

In Illinois, a huge disparity exists between the funding of black schools and white schools. In Lake Forrest, a majority white Illinois school district, the average cost per student is more than $20k, but for blacks in southern areas it is only a mere $7000.[12]  In the current system, money is distributed to schools based upon the wealth of the community. Obviously, given the history of slavery, Jim Crow, and systemic racism against African-Americans today, all of which unjustly put wealth into the hands of white people, black communities generally have less wealth than white communities.


Racist Disciplinary Practices

Chicago’s Public Schools have been known to enforce their disciplinary guidelines in a racist discriminatory manner. Black students are more likely to attend schools with “Zero-Tolerance” policies which deny students any chance of rehabilitation [13]. Tim Wise indicates that black students are suspended two to three times as much as white students although there is not a significant violation of school rules between black and white students. Black students are more likely to be in trouble with the school authority for “disorderly conduct,” which usually amounts to nothing more than “talking while the teacher is talking” or throwing a paper ball[14]. This action, which usually results in putting your head in the corner for five minutes or a detention in white schools, leads to handcuffs and imprisonment in  these “Zero Tolerance” black schools. Indeed, 5,574 arrests were made on Chicago’s Public School property in 2004 and 74% of the students were black youth[15]. The charges range from battery, drug abuse, and disorderly conduct.  Interestingly enough, white students and black students do not differ significantly in their marijuana, alcohol, or in bringing weapons to schools, and white students are actually more likely to smoke cigarettes than black students. [16] As a result of these and other racist policies, Illinois has 20,000 more black males languishing away in its state’s prisons than enrolled in its public universities. [17]

 

Race Based Admissions

History has shown that what the white power structure grants, it can and will take away. Chicago was only ordered to racially integrate its schools in 1980.  Although Chicago never achieved anything even remotely resembling an integrated equitable school system, in 2011 the decision to enforce racial integration was overturned. [18] Not only that, but it is against the law for admission departments to take race into account when enrolling students. This means that African-Americans will most likely lose seats to many of the selective enrollment schools and thus we will see a decrease in the amount of blacks in these schools, ultimately allowing affluent white students to continue to benefit from years of inequality in the educational system.

Selective Enrollment Testing and the Maintenance of Segregation

Those that deny the apartheid-like conditions of Chicago’s Public Schools mention that the aforementioned statistics make sense, considering that Chicago’s Public Schools have a majority African-American population. They fail to realize that Chicago’s Public Schools have a majority black population precisely due to “white plight” and a host of racist practices that came after Brown v Board of Education to ensure that whites would receive a quality education and remain isolated from blacks. They also ignore the fact that Chicago’s Public Schools allocate more resources to “Selective Enrollment” schools in Chicago which have significantly more white students than other CPS schools [19].

When overt racism became socially unacceptable in American society, Chicago’s Public Schools came out with “selective enrollment” tests as a strategy to keep schools segregated. Selective Enrollment schools generally have better infrastructure, more resources, and more opportunities than the typical school-to-prison pipeline academic centers you often find in Chicago. Entry into Selective Enrollment High Schools relies upon two standardized tests that measure vocabulary, mathematical skills, and reading comprehension. It was against the law for black people to even read and attend college for the majority of their history inside this country.  The Chicago Housing Authority shoved black people into isolated ghettos, in homes that lacked basic plumbing, and then allowed corporations to dump their toxic waste there. Obviously, given the history of racist injustices in this country, black students (especially in the inner-city) typically do not come from educated households, and therefore the education they receive in primary school is not equal to whites.  Lack of education amongst parents, poverty, and substandard living conditions all correlate with lower vocabulary and many other attributes that are tested by selective enrollment schools.

The “Selective Enrollment” test exists purely to capitalize on inequalities and disparities between the primary school education of blacks and whites, to rationalize unequal distribution of resources to maintain educational inequalities. As the Chicago Teacher’s Union noted, “Standardized Testing grew out of the American tradition… as a pretext for racist and exclusionary policies.”[20] Every student has the right to a quality education; yet under the present system black students who are unable to perform well on these selective enrollment tests are shipped into pseudo academic centers which function as a direct pipeline to the prison system.

Northside College Prep, Walter Payton College Prep, and Whitney Young Magnet School are all the most academically successful Selective Enrollment schools in Chicago. Unfortunately, the magnets of these selective enrollment schools overwhelmingly pull in class-privileged people who received a quality primary school education and repel the “under-desirables” who are typically low-income blacks who received a lackluster education in primary school.  Chicago’s Public Schools are 43 percent African-American and 8.5% Caucasian as a result of the white plight to the suburbs. [21] With that in mind, you would expect most of Chicago’s Public Schools to be majority black, and indeed, most of Chicago’s Public Schools are black – except these selective enrollment schools.

At, Northside College Prep, a “selective enrollment” school, blacks only make up a miniscule 5.5% of the school’s population. Whites, while only comprising 8.5% of Chicago’s Public School’s total population, make up the majority of Northside’s population[22]. These selective enrollment schools generally have the most advanced facilities, with much greater resources than non-selective enrollment schools. Indeed, a facility hearing was done in which complaints were made about the conditions of certain Chicago Public Schools. All of these schools had majority black and Latino populations; one person stated that “The bathrooms are in deplorable condition, there are holes where the pipes are loose in the walls, and tiles are falling off the walls… one of the marble dividers fell down, marble, about an inch and a half thick, and it almost severely injured or killed a child.[23]“

While the infrastructure of majority black and Latino schools continues to deteriorate, this majority white school boasts new facilities that cost over 52 million dollars![24] Not to mention, Dr. James Lalley lobbied the Chicago’s Public School boards in order for Northside College Prep to bypass quotas that were put into place, which required schools to recruit from various socio-economic backgrounds. [25] Thus, it should be no surprise that this school boasts numerous academic accomplishments. They simply recruit from people who are already privileged, and capitalize on years of inequality from the educational system, both past and present

At Walter Payton College Prep, again another selective enrollment school, whites make up the majority of the student body.  [26]

At Jones High-School, white students outnumber the black population.[27] Lane Tech is a selective enrollment school with a significant Hispanic population, but whites still outnumber blacks, despite blacks significantly outnumbering whites in Chicago’s Public School’s total population. [28]

Whitney Young College Prep was built on an empty lot that was burned down by oppressed African-Americans; following Dr. Martin Luther King’s brutal assassination. It is the most racially diverse of all Selective Enrollment schools. 31 percent are African-American, 20.9 percent are Latino, 17.6 percent are Asian, and 30 percent are Caucasian. [29] At first glance, this school seems pretty equal and balanced, but be sure to take into account that African-Americans comprise 42.9% of Chicago’s Public School’s population, while whites only make up 8.5% of the Chicago Public Schools population. [30] This means that in a “fair and equitable” school system blacks should significantly outnumber whites at this school, certainly more than a statistically insignificant 1%, but they do not, and whites are still overrepresented in selective enrollment that have more opportunities when you take into account their total population size within Chicago Public Schools.  Moreover, you will almost never see a single white student in Chicago’s non-selective enrollment schools such as Fenger, Dunbar, Percy L Julian and Harlan. Hyde Park High-Schools sit in the middle of a diverse and middle class community. Despite this, the schools infrastructure is decrepit and the population is 99% black. [31] These are all deeply oppressed police-state schools with minimal opportunities and resources.

 

Brooks College Prep, Westinghouse College Prep, and King College Prep and are all selective enrollment schools with over 90% black populations. In 2010, King College Prep only had one white student in its graduating class, with the vast remainder of the students being African-Americans. King College Prep is a “Silver Medal” school and boasts several academic accomplishments. Many people look to this, and may believe this challenges the notion of educational inequality in Chicago Public Schools. This is definitely not the case. Only a small percentage of African-Americans have gained admission into these selective enrollment schools and the vast majorities are isolated in school-to-prison pipeline classrooms.   Far from being an example of “equality,” these black selective enrollment schools function in the overall scheme of capitalism by the white ruling class tactic to produce a “black bourgeois,” or what W.E.B Du Bois called “The Talented Tenth.”

The ruling class uses this anomaly as a propaganda tactic to create the illusion of equality, to point out a small token of blacks in high places as an example of progress while the vast majority of blacks suffer in deplorable conditions. These selective enrollment schools will produce the next “Black Middle Class” which will function as a  shield  to the white ruling class, when the masses of disfranchised black urban poor that constitute the  majority one day rise up to demand an equal distribution of wealth.   Likewise, African-Americans that do test into these “Selective Enrollment Schools” often have to travel unreasonable distances getting to school simply because of the lack of resources, quality education, and opportunities in their neighborhood school. All students deserve a quality school that is of reasonable distance. With that in mind, the most important point is that schools are still separate and still unequal as whites are overrepresented in selective enrollment schools that possess the most resources and opportunities.

Arne Duncan’s Renaissance 2010 & the Capitalist Oppression of Black Students

Arne Duncan, a man with absolutely no background in education, was made the CEO of Chicago Public Schools in 2001[32].  With no qualifications, this was a position he could have only obtained trough white privilege. His program, known as “Renaissance 2010,” was designed under the guise of revitalizing the school’s deteriorating conditions. Although heralded as the savior of Chicago’s Public Schools, this program was misnamed; in all actuality it never intended to propel blacks into an educational renaissance but instead it desired to push blacks deeper into the “dark ages” that the capitalist system had already forced them to live under. The program included closing down under-performing schools, building new charter schools under the hegemony of powerful corporations, school redistricting, building military schools, and increasing military recruiters access to high-schools. It had a devastating impact on the already disenfranchised black community and deeply increased the oppression of black students.[33]

Chicago now leads the nation in the amount of military high-schools in its school district as a result of Arne Duncan’s Renaissance 2010 program.  All of these military schools are concentrated in low-income, predominately African-American and Chicano ghettos. [34] These military schools are a center of American patriotic indoctrination seeking to gather oppressed black and Latino youth to sustain the American empire. These students, who have lived a life of poverty, day after day, of going home to empty refrigerators, are lured in by lucrative contracts offering them money and scholarships – of course this money is scraps compared to the amount the rich and their corporations make from waging wars.  These military schools teach masses of low-income black youth to participate in America’s imperialist quests, giving training and education to fill up slots in America’s military that contributes to environmental destruction, patriarchy, the death of innocents, resource exploitation, and chaos.

In addition to indoctrinating black youth with ideas of “American patriotism”, Arne Duncan’s program contributed significantly to the disenfranchisement of black students. The Renaissance 2010 school reform closed down certain schools and sent students to schools in areas with rival gang members.  Chicago’s Street Gangs are involved in drug trafficking as a direct result of the impoverished conditions enforced upon them. These gangs battle with one another to protect territory and often times the conflicts are retaliatory with gang-members seeking to avenge the death of fallen comrades.  His policy of school redistricting literally sent black students on a lethal voyage to school every morning [35].

Calumet High-School was comprised of members of the Black P. Stones while Englewood High-School was home to “Gangsta Disciples” and other gangs belonging to the Folk nation. Renaissance 2010 closed down these schools due to their poor academic performance and had plans to send their students to “Fenger” high-school, which was a “turnaround” school with brand new staff and teachers. Imagine being in the same classroom with rival gang members who shot down some of your closest friends in vicious street wars. After Renaissance 2010, schools turned into war-zones between different gangs that battled it out in and outside of schools[36].

In 2009, Derrion Albert lost his life on his way home from school as a result of the influx of rival gangs comprised in one area that was a direct result of this program. The progressive labor party indicates that ”While running CPS, Duncan closed dozens of  public schools and sent thousands of students outside of their poverty/gang-infested neighborhoods into new unfamiliar poverty/gang-infested neighborhoods… the intolerable number of CPS students fatally shot in these neighborhoods [rose] to over 40 fatalities and 290 shootings. These resemble numbers from Iraq or Afghanistan.” [37]

Under Renaissance 2010, Arne Duncan fired massive numbers of hard-working, experienced black teachers, allegedly due to the poor academic results of the students. Of course, he never realized that many of these teachers work overtime doing the best they can, with kids that often times come from dysfunctional, deeply impoverished and chaotic households. Moreover, they teach them with very little resources due to past and systemic racism practiced by Chicago’s Public Schools. Arne Duncan never thought about this, and instead got the “brilliant” idea to increase the performance of these underprivileged students by hiring majority white teachers who had significantlyless experience than the black teachers[38]. The Chicago Teacher’s Union rightly sued Chicago’s Public Schools for this instance of racism. Robin Potter, the attorney of the union, had this to say: “(CPS) is illegally terminating and laying off African-American teachers who are highly qualified and excellent teachers… it is a systematic effort to rid Chicago’s Public Schools of tenured teachers who are African-American.”[39]

Arne Duncan’s “Renaissance 2012” also resulted in the creation of more charter schools. The creation of charter schools are a subtle way to increase racial segregation while increasing the wealth of corporations[40]. On a national level, two-fifths of black students are enrolled in a charter school in which 99% of the students are low-income minority students. [41] In all, charter schools are three times more segregated than traditional public schools. Myron Orfield, professor of the University of Minnesota, writes that, “Charters are an engine of racial segregation. They are more segregated than public schools and cause public schools to be more segregated then they otherwise would be.” This is because there is no overarching body that forces charter schools to comply with federal civil-rights legislations.[42] Charter schools have classrooms are more segregated than traditional schools as they often hire teachers who are inexperienced [43]and thus more likely to put African-American students in classes for special education for simple classroom disruptions. Moreover, while the opportunities of black students continue to suffer due to budget cuts, Arne Duncan’s program continued to put wealth in the hands of corporations that had dominion over these charter schools.  These big businesses that are mostly white owned have never cared about providing black youth with a quality education. These parasitic corporations only seek profit. [44]

Arne Duncan , was a worthy successor to notorious racist Benjamin Willis, as he solidified segregation in schools.  Arne Duncan’s renaissance program can be described as follows;

  • Black youth must die in the streets. Redistrict schools and put rival gang members in the same institution.
  • Black youth must die. Create and fund more military schools to accomplish this. The net-benefit is that these youth will also carry out America’s imperialist agenda which will increase the wealth of corporations.  Military schools also give discipline to defiant black youth. This will make the city safe for white tourists and bring in more money.
  • We need more segregation. Build more charter schools to accomplish this.  This will also increase the profits of corporations.
  • We need more blacks in prison. Let’s make sure that most black students are concentrated in school to prison pipeline institutions.
  • We need a small black bourgeoisie to act as a smokescreen for our oppression of blacks. We can have black selective enrollment schools to accomplish this.

Renaissance 2010 was a systematic effort to increase the oppression of black students and exploit them via a “free-market” system of education [45]  that reinforced capitalism to solidify social inequalities with black urban youth at the bottom of the socio-economic ladder.

 

Rahm Emmanuel’s School Reform & The Continued Oppression of Black students

Rahm Emanuel became mayor of Chicago in 2011, beating back arguments that he didn’t meet the city’s residency requirement, and continuing oppressive policies that subjugated the black population to the benefit of whites who mainly resided on the north side. His speeches and policies have demonstrated a gross ignorance of the on-going plight of black youth in the inner-city and in the face of gang violence that has been terrorizing Chicago, he had this to say,

“What happened is unacceptable. Our streets are for our children and for our law-abiding parents. Our streets do not belong to gang-bangers.”  [46]

Rahm Emmanuel doesn’t appear to even know that the ‘soldiers’ of Chicago’s street gangs are almost exclusively children! Robert Sandifer was only twelve years old when he shot down a 14 year old kid and a young girl. He grew up in a neighborhood that was impoverished as a direct result of racist policies. [47]

Of course, Rahm Emanuel didn’t know this because his entourage had never sat down and seriously thought about why Chicago has such a huge gang problem. These gang members have been systematically disenfranchised and instead of working to rehabilitate gang members into society, they have only responded through increased police occupation of black neighborhoods [48] and have failed to implement policies of social justice that confront the legacy of past and systemic racism. Nevertheless, Rahm Emanuel’s School reform simply involves increasing the school day by 90 minutes! If he honestly believes this will increase the academic performance of students, then he is an absolute joke.

This policy doesn’t even approach the root cause of why Chicago Public Schools are failing. Black youths aren’t dropping out of school at an alarming rate because the school system has a shorter teaching time than other districts. They drop out due to the deteriorating conditions of their schools and a colonial curriculum they are unable to relate to. A basketball team can increase their practice time but if they have sub par supplies, sub par resources, sub par coaching staffs and if they aren’t doing the proper drills, then that team will still be terrible.

The only thing this ‘School reform’ will achieve is to increase the dropout rates of black students and thus strengthen the school in fuelling the prison pipeline. Rahm Emmanuel also announced his support for the creation of more charter schools which will increase segregation of black students. To support his policy, Rahm Emmanuel indicates that the most successful school districts have longer school days. That’s wonderful, but other school programs also don’t implement a host of racist, discriminatory and capitalistic policies.

The Way Forward

Arne Duncan attended University of Chicago Laboratory Schools an affluent private school. Mayor Rahm Emmanuel sent his children to this very same private school.   The people in charge of running Chicago Public School’s do not even trust it to educate their own children.   So why should we trust it to educate our children?  The head of this administration are not from our community and are unaware of its dire problems. The problems are schools face are directly the result of institutionalized racism.  Schools are segregated at levels rivaling the Jim Crow Era. It is clear that CPS is an oppressive racist institution that is not providing black youth with an adequate education.  They are only providing the masses of black youth will incarnation, poverty, self-hatred, misery and destruction.

The only way forward is for black youth to engage in a massive protest movement to overtake and uproot the current apartheid educational system that exists in the status quo. The black led protest movement should create a “Black Liberation Curriculum” and demand that it be taught in all oppressed inner-city schools.  We have to take control of school buildings and radically transform them into liberation schools that function as beacons of African-American culture. We cannot rely upon Rahm Emmanuel’s school reform to improve the plight of our beautiful young children. We cannot rely upon any outsider to improve the education of our children. We cannot and will not wait on Uncle Tom school board members, LSC meetings where members argue over trivialities, or anybody else to improve the condition of our children.  We have to do it ourselves.  Relying upon policies crafted by outsiders will only continue the oppression of black youth.

It is for this reason that black youth must completely revamp the curriculum to make it directly relate to the problems facing the students.  The problems include poverty, gang-violence, homelessness, substance abuse, gentrification, and racist policies designed to disenfranchise them. Students must learn theories of social justice and use their brain to theorize solutions to the problem they face every under capitalism.

In the status quo students are told to “sit-down”, “shut-up” and not to “talk while the teacher is talking”.  Such teaching tactics are opposite of black culture which favors “call and response”. In these liberation schools students can learn through poetry, song, hip-hop, and other methods which are more representative of black culture.  The teachers must learn to teach in ways that resonate with black students by reading and applying methods pioneered by black scholars.

Listen, Black youth are being shot down in the streets. Our children are being incarnated at an alarming rate.   The education system which is supposed to give our children a future has only given them destruction. A black massive student ran protest movement is the only solution to this madness.   For too long our students have gone to school with no food, no folders, no paper, no books, and no pens all while having an empty stomach. That can all change! We must engage in a massive protest movement to demand a quality education where the primary concern is freedom from oppression.

To A Right-Wing Republican Critic

So in an article I wrote about “black power,” some random right-wing Republican  from “landofthetea.com” decided to take a break from passing out his “Santorum 2012” pamphlets at his local trailer park  to furiously inform me that conservatives aren’t responsible for the situation in the inner-city. He then proceeded to tell me that the most pressing issue facing the black community today isn’t white supremacy but the lack of republican values that Dr. Martin Luther King Jr. supposedly ascribed to. He linked me to the book of some sad ol’ black female conservative that got brainwashed into believing “marxism” was the reason so many blacks live in impoverished ghettos. Now, there are many white conservative racists that expound these silly views but apparently this dude thought if it came from a “sista” I would believe it. However, whether morally bankrupt conservative ideology is being spewed from the mouth of the most elitist white person in Alabama or from a black woman from Washington D.C, it still is stupid.

This lady (her name is Star Parker) actually wants black Americans to believe that Karl Marx sympathizers in the government with their “communist” social programs of food stamps are the real reason for urban decay.  The name of her website is “urbancure.org”.  I  dont know why because if the black community took her medicine we would probably die out.  She believes that if blacks were just hooked up to capitalism that our situation would be better. She chastises “Occupy Wall Street” as, according to this lady, in order for blacks to win over their “freedom” we must join progressive and anti-racist movements like the tea party! Of course, I will issue a rebuttal to her foolish ideology but seeing as though the woman’s website is infested with islamaphobic venom and horribly written pro-Santorum articles; she obviously lives in a fantasy world and probably won’t be convinced.

First she claims that:

“There are two Americas. A poor America on socialism and a wealthy America on capitalism.[1]”

 

What a ridiculous statement to make. In reality, there is a wealthy America on capitalism and then there are poor people who are victims of the capitalist system that must then rely upon social services as the only way to survive. As I noted earlier, capitalism is a monetary system that has its origins in Europe. Europeans went all around the globe enslaving people, colonizing nations, and stealing resources just to accumulate “capital” and make “profits,” which is what capitalism is all about. The greedy European elites want for domination of the world’s capital is precisely what led to imperialism and the enslavement of black Africans. The current impoverished state of black Americans is due to the legacy of plantation slavery, past and systemic institutionalized racism, and the fact that their exploitation is profitable and an integral unalterable part of the capitalist system.

America became wealthy through plantation slavery which was succeeded by the prison industrial complex. However, republicans claim that people are poor due to a lack of hard work, perseverance and protestant ethic. Listen dimwits, if “hard work” was all it took then I’m pretty sure blacks would be filthy rich as we put forth four hundred years of hard work into building this country, and have persevered through a social system designed to destroy us. But of course, this is not the case. America and the western world only became wealthy due to racist colonial expansion, subjugation, slavery, institutional racism, and many other negative attributes that capitalism encourages. So, in this respect, I agree with the conservatives that wealthy America is on capitalism. But they have to be doing meth in those trailer parks of theirs to claim that  capitalism is some “free” and “enlightened” system of economics. Capitalism is obviously an evil system of economics that absolutely no one should admire, as it is based on greed, rape, pillaging, and theft.

Now Star Parker believes that in order for blacks to “get ahead” we must get hooked on to capitalism.    She’s got to be out of her mind so I’ll give her a history lesson.  Britain was the mother of capitalism.  Britain got pregnant and gave birth to several daughters Australia, Canada, New Zealand, and America which had a birth defect causing more racism then the average child.   All of these nations were founded upon colonialism, genocide, and slavery.   So white capitalists  already succeeded in amassing most of the wealth, resources, and labor on the planet.  Capitalism is designed to exploit blacks not to empower them. Recently, there has been an attempt by the black middle class to “play catch up” under the confines of their unfair system but due to the level of racism blocking black socio-economic aspirations these black folks just end up becoming the black capitalist ruling class exploiting poor blacks while still underneath whites.

This does not mean I believe blacks shouldn’t establish businesses.  We must create our own businesses, employ our own people, and take care of our own people by selling quality goods/services and organize with the urban poor as a prelude for protesting for a massive redistribution of wealth.     There can be no economic empowerment for blacks under capitalism.   There will always be an exploiter and there will always be an exploited. This bourgeoisie elitist black “talented tenth” philosophy has got to go.

The next view of profound ignorance she expounds that I’ll address is the idea the notion that poor Americans are on socialism.  Star Parker believes welfare for the poor is socialism. You’ve got to be kidding me – in order for there to be socialism, the people must have control over the means of production and it must be distributed for the common good. This is clearly not the case. Capitalism is an economic system created by a tiny number of white elite, designed to take resources and the fruits of others’ hard labor into their own covetous hands.  This system is incapable of meeting the needs of the people. It is solely about maximizing profits. Thus, to accomplish this capitalists seek to enhance profit by minimizing the amount spent on labor. For this reason, capitalism is incapable of creating employment opportunities that will allow people to eat, have homes, and live decent lives. Unemployment and poverty are inevitable under capitalism.

Many manufacturing jobs in the inner-cities were shipped overseas to Mexico so companies could get access to cheaper labor. In addition, due to the level of institutionalized racism in this country, black folks are the first fired and last hired. This is precisely why there are poor black Americans on welfare. This is not socialism; in fact due to repressive legislation (such as Bill Clinton’s “welfare to work”) many black single mothers have been kicked off of welfare, leaving their children to starve. As a result of this, many black youth have entered the underground illegal economy of drug selling, as it is the only way to survive and put food in their stomachs. As Hip-Hop artist Tupac once said “We tired of this capitalistic drug dealing, How hypocritical is Liberty? [she] ain’t never did shit for me, My history, full of casket and scars, My own black nation at war, whole family behind bars and they wonder why we scarred, thirteen lookin’ hard.[2]”

Also, due to corporate welfare the rich and their corporations get to pay close to  no taxes, exploit the workers, and then get bailed out whenever they go in debt. The reason their parasitic cooperations are in debt is because they can’t control their greed so they commit fraud and steal from the company.  Wells Fargo partook in several racist business practices and referred to blacks as”mud people.” This company was eventually rewarded with 25 billion dollars in a bailout. The rich that exploit get bailouts and tax breaks all the time. That is what capitalism is all about – exploit, rob, and take.

   Was Martin Luther King A Conservative?

As for the ridiculous claim that Dr. Martin Luther King was a supporter of conservative ideology, I will let the man speak for himself.

“There are forty million poor people here. And one day we must ask the question, “Why are there forty million poor people in America?” When you ask that question, you begin to question the capitalistic economy.”

“”Why is it that people have to pay water bills in a world that is two thirds water?”          [3]

“I knew that I could never again raise my voice against the violence of the oppressed in the ghettos without having first spoken clearly to the greatest purveyor of violence in the world today – my own government. “   [4]

If these statements were made by anyone other than Dr. Martin Luther King, republicans would be up in arms about how Dr. Martin Luther King is the Marxist, Islamic, anti-American anti-Christ. Of course, this is just a lame attempt to coopt the man’s legacy.  Dr. Martin Luther King would definitely not be at the Tea Party passing out Santorum pamphlets. Indeed, the speech found in his pocket, before he was assassinated was entitled “Why America may go to hell”.  This speech wasn’t exactly the patriotic foolishness republicans admire.  The next foolish remark the commenter makes is that:

“I agree entirely that our poor inner-city kids are forced into failing schools. Conservatives (classical-liberals) support freedom of choice in education.”

It is obvious that this man has absolutely no clue about the extent of the black struggle.  You may support “freedom of choice” in theory but the economic system you support which is “capitalism” locks black  inner-city youth in school to prison pipeline schools, because their incarceration is profitable and gives elites access to free labor. There is no “freedom of choice” when a black mother can’t afford to send her children off to elitist private schools or when black students have to travel miles upon miles on trains and buses to get an education because the school in their own community is decrepit with outdated, dusty textbooks. There is no “freedom of choice” when black mothers have to lie about their address just to get an adequate education. bottom line is that capitalism, conservatives, and right-wing ideology have absolutely nothing to offer the black community except poverty, repression, mass-incarceration, and ignorance.

            Chicago’s Gangs: A Product of Institutionalized Racism

Chicago is a city infamous for its ruthless gang violence. Even after much legislation attempting to solve the problem, gang warfare is still a destructive force in Chicago’s culture. It continues to squeeze the life out of black youth whose blood has been splattered all across Chicago’s streets. Many black youth grow up in abject poverty and see only two paths for their future: prison or death.Their mothers feel hopeless, as they stand unable to stretch their money for electricity, rent, insurance and food. Black communities endure subpar living conditions as seen through the decaying housing, substandard schools, drugs, and poverty. After examining these appalling social conditions, people often claim that the gangs that terrorize the community with violence are attributed to some “innate”delinquency or aggression amongst black youth. In reality, Chicago street gangs are a product of social conditions created by institutional racism, police brutality, and white vigilantism. Chicago’s state-sanctioned racism produces “thugs” and systematically strips the morality from people and replaces it with a stone cold heart that is seen as necessary to survive on these mean streets.Blacks have been systematically disempowered and live in the most violent areas, not because we are “naturally” aggressive, but because of economic conditions that have been imposed on us by  malicious outside forces.  The obstacles that were, and still are, put in place,  to halt black socioeconomic aspirations,  has resulted in black youth  acquiring detrimental social, economic, and political habits that are exemplified in the gangs that roam Chicago’s streets. The gangs that we have in our community, the bloody knives that lay astray in the pavement, the white chalk on our sidewalks, the yellow tape surrounding vacant lots, and the rapid succession of bullets that are fired at one another are the cumulative effects of systematic institutionalized racism.

                         Chicago: A History of Racist Brutality

 African-Americans that previously resided in the Klan-run South came to Chicago during the great migration, lured in by the promises of jobs and political rights. However, these opportunities were systematically denied. Since blacks have entered this city they have been met with a level of bigotry so disgusting, and so pervasive, that it is a core aspect of Chicago’s culture. African-Americans seeking tocreate a better life would still face the very same racism and violence they found in the south. However, instead of it being by the Klan, it would be by the Chicago Housing authority and white mobgroups. [1]

When blacks first came to Chicago they competed with the Irish over a scarce labor and housing market. In 1919, racial animosity reached a boiling point when a white person hit a blackchild with a rock while he was swimming in Michigan Lake. The black child drowned to death, but the Chicago Police Department refused to arrest the white aggressor. Blacks led a peaceful protest demanding justice, and as a result of their efforts they were viciously attacked by white mob groups. Whites entered the predominately black area on the Southside, terrorizing the black population through arsons and assaults. [2] Nobody, not even children, were spared in the attacks. They even sought to enter a predominately black hospital to terrorize the black patients there. As whites continued to set fire to black neighborhoods, the Chicago Fire Department was not allowed to operate in these communities. [3] Hundreds of African Americans, including women and children, were left homeless on the streets after fires demolished their homes in these senseless attacks. Richard J. Daley was 17 years old at the time and one of the leaders of the Irish Hamburg Athletic Club that led this senseless attack on the black community.  Instead of being punished for these clearly racist attacks, he was made Mayor of Chicago, where he would continue to push and support racist legislation to disenfranchise the black community. [4] Indeed, the white-ran Chicago housing authority from its inception worked to ensure that blacks lived in segregated neighborhoods.

Blacks were confined to the Southside and these areas were treated with inconceivable neglect by government agencies. The “Neighborhood Composition Rule” ordered that housing was to be segregated. This resulted in Black people being segregated in the Southside in what is known as “The Black Belt.”[5] Of course, all of the housing that the Chicago Housing Authority set aside for blacks was decrepit; many apartments lacked plumbing, were overcrowded, and far below requirements for healthy sanitation.[6] Even wealthy blacks were forced into substandard neighborhoods due to racial discrimination. As a direct result of these social conditions, the infant mortality rate for blacks sky-rocketed to well above the national average. Eventually, the neighborhood Composition rule was eventually struck down. This was met by complete outrage by white vigilante groups who, once again, terrorized the local black population with heartless violent confrontations. While blacks were portrayed as being “violent”, many times it was not the “delinquent” black youth attacking innocent peaceful white people but vice-versa. Indeed, during this time blacks lived under increased threats of violence and fear from whites. Blacks had no choice but to live in the ghetto because of the terrorism inflicted by whites against those would dared to live on the outskirts of their state created locus. [7 ]During these times, overt discrimination against blacks reigned supreme in every area of Chicago’s society, such as employment, housing, health care, and every other opportunity for upward social mobility.

Modern Day Disenfranchisement of Blacks in Chicago

In America, the common belief is that Civil Rights legislation ended discrimination against African-Americans. The fact of the matter is that blacks in Chicago are still discriminated against at unprecedented levels!

Health Care

Discrimination and apartheid-like conditions characterize Chicago’s health-care system. Despite there being high levels of violence and shootings on the Southside, there is no trauma center to operate on victims, leaving youth to die in the streets. Yet, there are plenty of hospitals and trauma centers in affluent white areas despite the low levels of violence. [8] Blacks that are exposed to this violence develop post-traumatic stress disorder, similar to troops returning from combat. For many it isn’t “post-trauma” but a continuous cycle[9]. In spite of this, Rahm Emmanuel has plans to close down mental health facilities in Chicago’s low income areas.[10]  In the current hospitals located in Chicago, blacks face rampant discrimination. Several studies have indicated that black patients receive excessive wait times and have been subject to expensive deposit requirements prior to treatment. [11] According to a study from UCLA, researchers found that racial discrimination is the key factor in explaining why blacks suffer from diabetes, cardiovascular disease, heart disease, and strokes, more than any other population. [12]  However, this discrimination not only affects patients, but also workers. Jackson Park Hospital has recently been ordered to pay $80,000 after being exposed for racist practices against its black workers.[13]

Housing

Chicago is divided between affluent whites on the north-side and impoverished blacks on the South-side but even blacks with wealth find themselves unable to move out of the ghetto. Though it is illegal, housing discrimination continues to affect African-Americans in Chicago. All Civil-Rights legislation did was ban “No Colored” signs but racism in the housing market continues to disenfranchise blacks.  African-American borrowers were given higher-interest on subprime mortgages when compared to whites – even when they qualified for much better deals.[14] Even “blockbusting” referring to racist practices by real-estate agents, against blacks, was pioneered in Chicago![15] Today, Chicago stands as the most racially segregated city in America. [16]

Schools
Even after the Supreme Court’s Brown V.S Board of Education decision to desegregate schools, Chicago’s schools remain segregated. According, to the Progressive Labor Party “In 2000, 54% of black public school students in Chicago attended schools that did not have a single white student enrolled, 274 schools were 90% or more black, and 173 of those schools, 30% of all Chicago public schools, were 100% black.” [17]  Many whites attend schools with greater infrastructure and resources, located in suburban areas. Chicago Public Schools has nine elite selective enrollment schools that students must “test into” in order to get a quality education.  These culturally biased “selective-enrollment” tests give Chicago Public School the ability to keep schools segregated. Students unable to test into these schools are shipped into school-to-prison pipeline lacking libraries and adequate material needed to teach the classroom.   The Chicago Teachers union indicated that “Chicago Public Schools remains one of the urban school systems that[’s]“only a few percentage points from an experience of total apartheid.” [18]  These schools are fundamentally preparing black youth for a life of solitary confinement. Only 3 out of 100 Chicago Public School freshmen earn a Bachelor degree by the age of twenty-five. Education for black students is still not equal to that of whites.[19]

 Employment

Discrimination continues to be perpetuated against African-Americans in the job market.  Studies have found that applicants with more “Black-Sounding” names on resumes (i.e. Jamal, Lakeshia) were less likely to be called back for an interview than applicants with more “White-Sounding” names(I.E John, Emily) even when credentials were identical. [20] Even more troubling, a study found employers to be more likely to hire a white person with a criminal record than a black person without one, even when qualifications were exactly the same.[21]

Business/Loans
Foreigners, specifically Arab merchants, own the majority of stores in African-American communities within Chicago. These are pseudo-grocery stores that sell inflated unhealthy goods to the community and often collaborate with gangs in the illegal drug trade. The black community has a huge lack of black business ownership; so much so, when there is a store owned by blacks you often see the sign “black-owned business” in the window. The majority of the stores in the black community should be owned by blacks; the fact that we have signs saying “black-owned” business demonstrates the severity of our situation. The fact of the matter is that there are plenty of black entrepreneurs who seek to set-up business in the black community, but they face constant barriers through discriminatory loan practices by banks. Banks have consistently been found not to loan to blacks, or will charge themhigher interest rates (regardless of their credit!) than they dowhites and other minority entrepreneurs.[22]
Car loans
Auto-shop dealerships in Chicago consistently discriminate against African-Americans. A study in Chicago sent various races to car dealerships to purchase  a car. They discovered that  auto dealerships offered lower prices to white males than blacks, even in identical financial situations on interest rate loans. Black males on average were priced twice the amount of whites, and black females were ask to pay more than three times  the amount as white males.[23]These types of discriminatory practices are responsible for minorities depending upon public transportation such as the CTA(Chicago Transit Authority).  These buses are often extremely overcrowded, breeding hostilities between customers and causing unnecessary conflict from the congested environment.

The Origin of Gang Violence

Black street gangs do not come out of the sky. Their origins are undeniably rooted in state imposed substandard social conditions. Gangs result from the myriad ways in which this racist government has confined black youth in the most atrocious of social conditions. It is undeniably accredited to the denial of economic opportunities, denial of quality education, and racist violence inhumanely inflicted by covetous white vigilante groups. Discrimination against black youth runs rampant on the job market. And as  hip-hop Artist Nas once said “Anytime brothers can’t get jobs, they rob. A man would rather die than live on his knees and starve.”[24]Street gangs allow people to experience a bond that surrogates climbing up the socio-economic ladder, the same one that has systematically excluded blacks. The RCP writes that “shuttling between the hard hustle of the streets and the harder times in prison became the dominant mode of life in many oppressed inner-city communities – a lifetime of lockdowns. Whenever jobs open up in a major city, people will line up for blocks to even get a chance to apply. But for most of the time – and, in some areas, for most of the people – there is little choice other than the illegal economy.[25]

Unlike parasitic western capitalists that rob and kill the resources of entire countries out of pure greed, inner-city youth participate in these actions for pure survival. Gangs go to war with one another to protect their “turf”. As Freeway once said “Even though what we do is wrong… don’t you know a cops sole purpose is to lock us down and throw away the key. But without this drug shit your kids ain’t got no way to eat?”[26] The drugs that gangs sell act as a mechanism for historically impoverished and disenfranchised people to have a taste at what being wealthy feels like. Often times, the drug economy is sometimes the only way in which they can provide for their families. Indeed, between 1967 and 1982, nearly 50% of Chicago’s manufacturing jobs were eliminated.[27]   This devastated Chicago’s black community and gangs skyrocketed.  Of course, such an event is inevitable under capitalism which seeks to outsource to foreign countries for cheap labor to increase profits. John M. Hagedorn writes that “The conditions in Chicago’s poorest neighborhoods came to resemble impoverished Third World countries, and police harassment was ever-present.”[28] Also worth noting is that the Chicago government has also responded to white street gangs and black street gangs differently. Contrary to popular belief, the first gangs in Chicago were not black but white, specifically Irish. Unlike Black Street gangs that formed out of economic necessity, these gangs formed amongst white youth to terrorize black communities who dared to defy racist segregation  laws.[29]

Chicago’s government decided to take a rehabilitation approach with these white Irish gangs and transform them into “respectable” members of society. Indeed, the entire Irish gang that brutalized and decimated black communities was transformed into the Chicago Police Department. Richard D. Daley, who was a dedicated member of one of these gangs, later became Mayor. There has never been a serious attempt by the Chicago government to rehabilitate black gang members into society. Instead, the government has only responded through police occupation of black communities. [30]

Also, the black community has taken numerous steps to deal with gang-violence and all of them were foiled by the government.   Fred Hampton, the leader of the  Black Panther Party For Self Defense, attempted to form an alliance with Chicago’s black street gangs to turn them into an activist organization.[31] Instead of allowing this alliance to manifest, the FBI would instead forge letters between the two groups to breed hostility. The Chicago Police Department would eventually assassinate the Black Panthers leader Fred Hampton.[32] This alliance had the potential to unify black street gangs and end the violence that they were perpetrating against one another but the government would not allow for it to materialize. Today, gang violence continues to take the lives of black youth.

The Condition for Blacks in Chicago and The Solution

The situation for black people inside Chicago is extremely grim. Black youth are enduring harsh social conditions unimaginable to most American citizens.  But we are told that the American dream is as accessible to black youth in areas such as Detroit, New-Orleans, Chicago, as it is to any white person living in an affluent suburb.  We often hear the chant that “racism is gone” and that blacks in the inner-city just need to get their “act together.” We are told that America is a city on a hill, and with “hard work” we too can have a piece of the American pie. Those of us that actually reside in urban areas see the violence, endure the anguish, and live in the most congested and deteriorating areas know the foolishness of such a viewpoint.  Poverty, gang violence, drugs, and prison-like inner city schools truly embody the living experiences of black youth in the Southside, Westside, and Eastside of Chicago. Yet, in the midst of these living conditions, whites mainly reside in the north-side, in affluent areas, while blacks are suffering. This is not a “post-racial” society, and this certainly is not representative of a nation that supposedly embodies “freedom” and “equality.”  In the 21st century, discrimination against black people is pervasive in every area of American society. It was not eliminated with the civil rights legislation and continues to disenfranchise black people on a daily basis. It is clear that this government has made no tangible effort to end discrimination against African-Americans.

For every, Barack Obama, there are millions of blacks languishing in prisons. For every, Condoleezza rice, there are millions of black women unable to provide for their children. How many black children must go to bed hungry and how many black children must be shot down in cold blood before we wake up, rise up, and resist our capitalist oppressors?  America is a city on a hill but inside that hill are the broken bones of African slaves mixed and mangled with the blood of Native-Americans.   Racist, capitalist, war-mongering zealots are the chefs putting blacks in broiled ovens to create what conservatives call the “American Pie”.  Some of the black working-class are given crumbs of this pie. Then the system pits us against one another to fight over those crumbs. That is the origin of gang violence. It can only be done away with through a massive black socialist protest movement.  For black youth in the inner-city, the “great depression” is not a historical event of the past, but  an ongoing cycle.  Black people have been in a great depression the moment we were brought to this country in the holes of ships! We went from enduring exploitation via plantations to being exploited via housing projects which keeps the prison industrial complex lavishing in wealth.  This great depression will only end through abolishing the capitalist-imperialist system and reorganizing the wealth stolen from us in a socialist economy.

 And so it is, the critical battle against capitalism is ahead; we must fight like crazy to improve the living conditions of black people or our children will continue to be incarcerated in massive numbers unprecedented in human history, our youth will continue to die on the streets, and we will continue to rot in ghettos. We must fight now or else we will pass these degenerate living conditions to our children and our children’s children.  Gangs must be unified! They must redirect their “fearless” spirit at the capitalist institution responsible for their decadent living conditions. Conservatives that desire to push racist legislation that disproportionately harm the black working class- must become fearful of their well-being just as our children are fearful of their well-being in deteriorating neighborhoods.  Never forget, it is the government and its capitalist system that is the root cause of our social ills and miseries.

This nation was established through the enslavement of African people. The political system of white supremacy was exclusively fashioned to ensure that the social mobility of blacks spiraled downwards.   Our four hundred years of labor gave this nation its foundation and this very same nation turns around and treats its black population with neglect and devious exploitation. Black people everywhere are suffering; it is time to reverse this social-dynamic by making the racist-capitalistic institutions responsible for our oppression suffer. Oppression will not last forever; we must begin to build a gang truce in every inner-city, and when that materializes, we will wave the flag of socialism high in the sky and bring this decadent capitalist system to its knees!
